The Holy Spirit comes to the twelve in a way that makes it clear that this was a special event. A tongue of fire above their head and speaking so that no matter where one was from, he could understand what was being said. Peter preaches and helps the Jews to see just what they had done to our Lord and exactly what it takes to get remission for our sins.
